MARF assists rugby players, rugby clubs and high school rugby in Minnesota by providing:

- Grants for players trying out for national or international rugby selection
- Grants for players in national and international rugby teams
- Scholarships for players entering college
- Scholarships for college players
- Funding for the Minnesota High School Rugby Championships
- Funding for Select Side Rugby Teams
- Funding and manpower for youth development programs
- Funding for the Youth Development Director
- Guidance in developing new teams
- Clinics and funding for coaching certification
- Clinics and funding for referee certification
- Other projects consistent with MARF's mission statement
